The horns of the horn-necks used to be harvested for jewelry by both humans and Tezlinites (a race of sentient plants from planet Tezlin). To keep each other honest so neither would overharvest and so threaten the continued existence of the horn-necks, the humans and Tezlinites began using joint harvesting operations. Since it was determined that the horns were vestigal, hunters stopped killing the horn-necks to get the horns, tranquilizing them instead, allowing them to continue spawn new generations.
Later, it was discovered that the horns were not in fact vestigal and were actually luminescent communication organs and that the horn-necks were sentient. The humans immediately stopped hunting operations. The Tezlinites argued that they had a moral obligation to complete the current mission before ceasing operations and that the horn-necks to be harvested from were already marked and as good as dismembered. The humans refused to uphold their side of the contract. This conflict led to the Punlitorea incident of 2312.
